Question on E25RMEUR (1997) upgrade

Can you change the E25RMEUR (1997) that is currently a 25 HP to a 35 HP simply by changing the low speed oriface to a no. 32 and the high speed oriface to a No. 38? All other parts seem to be exactly the same on this motor and both the 35 HP and the 25 HP have the same E25RMEUR number.
