1979 Evinrude 55 hp (Help)

Motor runs fine out of the water (hooked to water hose), but in the water it dies when you put the motor in gear.

1) Carbs have cleaned
2) Jets have been check

Set the idle a lttile higher to compensate for prop load.

Can u tell me what the stop screw should be set at (in terms of inches) for engine timing?

I am referring to the stop screw under the flywheel.
