Just bought a 71 4136d 4 hp

I just bought a used 4136. It's been hanging in a garage in Pittsburgh since 1997. I'm wondering if I should change anything like the impeller before I try to run. I'm going to change plugs an put a little oil in the cylinders. The ole guys a little outta it now but it seemed as he took good care of his things. Can someone give me a little advice on getting this thing started and maybe extra parts to have on hand. I plan to use it for my dinghy.

I'd also like to make it look new again. It really don't look to bad but there's some flaking on the lower unit. I didn't see paint listed on the web site.
