No top end power

My son has an older 20 horse evenrude
Motor we put new plugs, coils, points and cleaned the carb. Starts real easy first time and in a barrel of water runs out fine but when we put the boat in the water it starts off fine but then after about half throttle it Boggs down? HELP!

Some other possible causes

1. Fuel pump
2. Air leak in fuel line between tank and carb
3. restriction in fuel line\old fuel lines
4. restriction in tank or hose connectors
5. clogged filters if installed
