1989 Evinrude starting issue

I have a 1989 70 hp Evinrude. It was running great, then all of a sudden I had trouble starting it. I thought it was the starter at first. I tried with two different fully charged batteries (one is brand new). The starter will engage but will not turn over. Is there a solenoid that may be bad and how do I test for it?

Pull the plugs and see if it will spin.If so may need to rebuild starter.If the starter engages, the solenoid is working.
