1989 Johnson 28 HP ignition

Just finished wiring up a ignition for this engine. Cannot get starter to engage. Does the ignition switch require a lanyard clip? There are two unused wires with the cables a cream or white colored wire and a black wire. If I jumper directly to the starter from battery it turns the engine. I believe the solenoid is good.

Yes If its a tiller it goes in the end of the handle.

I purchased the engine without controls or harness. I bought a used boat harness. I am not sure what engine they were originally hooked up to. I am thinking I need the clip lanyard that goes on at the start key switch.

If they ignition is hooked up correctly,it will not start without the safty switch engaged.
