Power tilt and trim gauge does not work

IHAVE A 1992 EVINRUDE 150
THE POWER TILT AND TRIM WORKS FINE
BUT THE GAUGE DOES NOT WORK AT ALL.
I REPLACED THE GAUGE WITH ANOTHER,same as the original
No luck.
What would be the next step

Check the sending unit to the gauge.
