Steering arm ***embly

I have a 1988 Evinrude 60 VRO that is very hard to turn. I have new bushings, seals, etc to replace on the Steering arm asembly. My question is, what would be the easiest way to get to the Steering arm, do I need to pull the Power Head in order to get to it???

Yes just about everything has to come off, powerhead, lower unit and mid section.
