Yellow soft silicone cone fell from cowling?

I have a 2017 30 hp Etec. When I pulled the lower unit off to change the impeller this small silicone piece fell out from the cowling. It is roughly an 1 1/2" long and is cone shaped. It is about 5/8" on the top and 1/8" on the bottom. It is made of a yellow translucent silicone that is really soft.

I am baffled. Is this an actual functional part somewhere or something that should not belong in there.

Not sure, What is the model number of your motor? Can you post a picture of cone?

It isn't part number 28 but I looked at all the other pertinent diagrams in the link and nothing matches. So I think it is safe to say it was a foreign object. I really wish I could figure out how to post the picture.
