40 HP Evinrude not starting. Took cover off and.......

Small cog not rising to meet fly wheel when you turn over the engine....... It looks like the small cog "should" come up and connect into the fly wheel to crank it, but it's not.
Any help on this will be greatly appreciated.

Try putting some lube on starter Bendix and work it by hand to make sure it is not stuck to armature shaft. Load test battery and make it is fully charged. Check battery cables are in good condition, no corrosion and cable lugs are clean and tight on battery.

Thanks for that. I'm in the process of checking all the cables now.............
