evinrude 48 special hydraulic ***ist trim problem

I recently bought a 48 special and the tilt and trim is hydraulic ***isted but the knob that tensions the cable to lock or loosen the tilt/trim doesnt work. i have purchased a new cable and attachments but it still does not work.

what is a simple and cost effective solution if there is one to my problem?

That is just a tilt ***it(manual tilt model) and can't get parts for cylinder just have to replace it.
