My 1997 Evenrude 225hp will not stop running when I turn the switch off. I replaced the switch with a new one and it still will not stop running. What could it be?

Check continuity on black/yellow wire between ignition switch and power pack on engine and same with ground wire, possible a bad wire harness or broken wire.
