1991 evinrude advanced timing plate

I have a 1991 30 hp Evinrude. I want to know if it is normal for the advanced timing plate (under the flywheel )to move as soon as the throttle is advanced. It seems to move too much? The engine is not running when I observed this. I know that the throttle plate on the carb is supposed to open but not sure about the timing plate.

Yes when advance throttle, plate will move to advance timing.

Does the throttle it self set the cam roller before the timing marks of is there a spring that sets this to the initial position (***uming that the throttle is in the neutral position?

Springs on carb throttle shaft returns roller to idle position.
