18hp gear case bearing dowl question?

I think I know the answer to my question, but I just want to sure!

Does the bearing dowl in this picture seem pushed in? It has a little bit of a lip, but can't grab it with pliers.

If it is pushed in, what size drill bit do use and how long is the dowl?

Can't tell by the picture but if the bearing wont lock into place then may be pushed in.
