is this a 1990 evinrude VRO?

anyone know what year this is .. the guy i bought the boat from tells me its a 1973 evinrude. I believe its either a 1989 or 1990 Its in perfect condition, runs nice and smooth but am looking to upgrade to a better evinrude . this is a 2 cycle . how much you think i can get for it.?
