70 HP evinrude not charging

I have a 70 HP Evinrude 4 stroke 2001. Charged great last year, this year I only get 12.3 at the gauge and at the battery. All the connections appear clean & tite. There is no rust or corrosion under the cowl especially around the fly wheel. Any suggestions. Thanks

The test for staor and voltage regulator are in service manual, check wiring at regulator and make sure connections are clean and tight.
