ignition dillemma

1974 evinrude 135 (strangler, mdl# 135443b )... when cold often has no fire (spark) to any cylinder.. always, while trying to determine cause, with son turning key, i use a meter to check output from brown to brown/yellow at the power pack and as soon as meter leads touch the engine starts and runs great and restarts each time until left for a day or so. is this the power pack, stator,or other???

Check all ground wire connections are clean and tight, look for corrosion on wire connections first before replacing power pack.
