5 volts at starter post ?

hi ! I have a 2007 Evinrude 200 HO that suddenly died while I was boating , never would restart , would just crank engine 1/4 turn as if batteries were died had friend look at it and check it with volt meter told me I had 12 volts all the way to the silinoid , then on starter it self with cranking only puts out 5 volts ,any idea ?

Load test battery to make sure it's ok, check battery cables are good, cables connections are clean and tight at battery and on engine.
