1972 Evinrude 2hp problem

I have a 2202m 1972 Evinrude 2hp mate. One problem I have now is that it will run at full speed for about a minute or two, and then gradually slow down and stop. It then can't be restarted for maybe a half hour. When restarting, it will run slowly & stop many times. I took apart the carburetor several times & it is perfectly clean - all p***ages & parts. There is nothing blocking the inlet float valve & all jets are clear. Ignition is good & have checked it with an ignition light tester. Could there be a vapor lock problem on this engine? I put an additional filter on the rubber tube fuel line, but the problem also occurred without the filter.

Have you checked compression and spark when motor is acting up. Also verify that there are no fuel restrictions from the tank to the carburetor.
