clipper curcuit ***y part #0580891

I am looking at the ignition diagram. trying to trouble shoot a no spark problem
and i understand what all the other components do except for this clipper circuit ***y.
What is it's purpose and how do you test it if it's working. Please help.

well now I know . I was told to remove it and through it out. it's not needed.
a bulletin came out sometime ago from Evinrude saying the same.
