Shift linkage

1995 40hp evinrude I need to remove the lower unit on this motor the service manual says there is a bolt to disconnect the shift linkage. It says it's under engine cover and above Exaust housing. I can't seem to find it. Do engine covers have to be removed to locate this bolt. I have the top cover off but am referring to the lower ones that are bolted together. Any help would be great

Check under the carburetors, if you do not see the shift rod, then yes that model requires you to remove the skirts.
