What's the best way to rinse the engine compartment on my 1988 E30RCCE?

Should I actually lift the engine compartment cover and lightly spray it with a hose?

First yes, spray water to get off the heavy deposits. Then use some salt killing spray and follow the instructions. Electrical components are sealed and you will not be running motor when washing.
