I have a 1970 Evenrude 9.5 model #9022C. It idles fine, it runs fine with no back firing or popping, but it will not plane off the boat (a 12' MirroCraft). It never seems to come up to 2 stroke running power. I sprayed carburetor cleaner in the carb while running it at full throttle and it made no difference. I had rebuilt the carb earlier because of this problem. It made no difference. I have visually examined all of the electronics and made sure the points were set right. I'm looking for answers on what may be wrong. I was in Kentucky during Memorial Day weekend and had put the engine on a rental boat, a 14' John boat. Twice the engine ran as though it was at full power. I mean it literally took off nice and planed the John boat out. I am thinking it could be the fuel pump. Please advise.
