1997 30hp is hydrolocking on fuel

I thought I had a starter issue. After all that was resolved, I now
think the engine is hydrolocking on fuel and oil. It will randomly not turn
over whether it has been run or not. No water in cylinders. Nothing plugged.
Runs great. Any suggestions?

Remove the spark plugs and turn motor over, if liquid shoots out then you could be hydrolocking.

No fuel shoots out but I removed the head and there was a small amout
of oil laying in the bottom of both cylinders.

There would be an extensive amount of fluid in the cylinders for the motor to hydrolock. I would look into other causes. Check battery voltage at the solenoid and after the solenoid (when key in start position).
