evinrude 3-syl 35hp 98 low rpm

hi i have a evinrude 98 35hp 3-syl be35kleca

my problem is that the engine does not have any high rpm. i think it's just around 3000rpm at full trothle. and the speed is also redused to half.

i have changed the
sparkpluggs, sparkwires, fuel filter, watherpump.

the new sparkpluggs is working. blue spark on all three.
after a little test on the wather i unscrewd the new sparkpluggs.
1 and 2 are moist colour is black with a hint of white/gray.
the 3 is almost dry and looks new.

do any have an idea what the problem could be??
is the engine in some sort og emergency mode? (how to reset?)

the autolube tank has been removed, and the oil is directly in the fuel tank

Run a compression test, check to see if have spark to all cylinders, may need to remove and clean crabs.
