1984 175 HP lower unit problem

I took my outboard to a mechanic who has since gone out of business, I had him put a new gasket kit on my lower unit which he did but now I have no reverse. Ive checked the linkage all the way from forward to the shift lever and see no problem. Forward works fine, my question is what could they have mucked with to loose my reverse gear. ?

Its possible the shift linkage in the lower unit is not adjusted properly.
