1978 35hp not spitting water, tried everything I know

Please please please help. I've fixed a few outboards but never had this problem and I'm lost. I received a this motor not running. Rebuilt carb, replaces switches, replaced power pack, spark plugs, impeller and thermostat. Motor runs fine now but still doesn't spit water. No clogs I believe, air/smoke pushes through the pisser. When I replaced the thermostat I noticed there wasnt one at all in it. So I order the thermostat, spring, and seals. What else would be causing this motor not to pump water? Water isn't even getting to the thermostat..... Any help would be awesome

Check the impeller housing and liner for damage or wear. It is possible the new impeller is not enough and requires housing and liner. While the lower unit is off, by-p*** the water pump by hooking hose to water tube. Verify water is coming out thermostat housing and indicator.
