Just did a tune up on my 86 Evinrude, 20 hp and all is fairly good. Top end not quite there yet, but when you are either throttling up or down, the engine spits and sputters. It also does this when just above idle and trolling out. Installed a new power pack, new rectifier, plugs and wires as well as a new prop.any ideas on what to look at before it goes to the ******, would be greatly appreciated.

Have you completed any tasks with the fuel system. Try removing and thoroughly cleaning the carburetor. Varify every air and fuel p***age is clear from debri.

Carb was rebuilt by local marine shop last year. I found the adjustment ball on the throttle cable has cracked and was allowing the cable to move in and out instead of being held in one place. I put a new ball on the cable but have no way of finding out exactly where it should be adjusted. If that is out of adjustment, would it affect the top end as well.

I think I got ahead of myself with the explanation. My outboard overheated last summer and so the parts that were replaced. It ran fine last summer after the carb rebuild, until the overheating. it runs good now except for top end and the sputtering on throttle down. The nylon ball on the throttle cable for adjustment, could that have anything to do with the top end not being quite right? Can an air leak in the fuel system cause the sputtering on throttle down?

No, the cable adjustment will only cause you to have full throttle, will not cause it to sputter. Last summer is a long time away, you will likely need to have the carb repaired again.

If you are talking about the cable coming from control box then adjust so throttle linkage on engine is touching throttle stop screw.
