25 evinrude missfiring

i have a 1996 25hp evinrude starts up fine but at idle it seems to be missing reves then pops and a puff of smoke comes out the exhaust had the carb rebuilt clean gas new plugs same problem could this be a coil or powerpack problem or something else need to fix flounder are runnin

Sounds like a lean pop, which is fuel related. There may still be a clogged air or fuel p***age in the carburetor. The carburetor may also be out of adjustment.
