I am having issues with the engine sputtering when i apply throtle, at times it runs fine and the next minute it is cutting out for a split second. At idle it runs smooth for a minute,cuts out for a second and idles smooth again. At times out on the lake at full throttle it boggs down and I pull back on throttle and and push full again and it takes off like a rabbit. Any idea if it is electrical or fuel? Any advice would be appreciated

Could be either. The power pack maybe going out or could also have trash in the fuel. When it is cutting out check spart on all cylinders.

I took the boat out again today and found that if I take the engine cover off the engine runs good at full throttle but not at slow speed. If I put the cover back on it runs better at low speed but will not run worth a darn at full speed. Could this be a fuel/air mixture issue? Do I need to rebuild thecarb or is there an adjustment I can make with valves or the float?

You should rebuild the carbs and adjust the air/fuel mixture. Also varify that the cowling duct is not clogged.
