1989 evinrude 25 (E25RCEM) problems

Ok I first off I'm new to working on boat motors so I need all the help posible. I just got an evinrude 25 that has been sitting up for about 6 years. Cleaned carb, and fuel lines and got motor running. Also changed lower unit oil. The motor starts fine but when I rev the motor up while in gear the rpm starts to jump real bad to the point it makes the motor jump from side to side. I've checked the plugs, compression, coils and everything looks good. Question is would it be the power pack or something eles. Where should I go next.

Check spark and compression, if you have spark then not likely powerpack.

Spark and compression looks good. The motor runs fine when it at idol but acts up when I throttle up

varify all you linkages are hooked up.

Done that today and took it out to test it. Motor ran great for about 3 min and then went right back to missing

Next test all the ignition components with a ohms meter and a service manual. If all check good then it could be the powerpack.
