starting motor help

I have a 1977 Evinrude 140hp. I rebuild the carb's and now you have to use
starter fluid the first time after that it will start all day without the starter fluid. It run great it go's about 35 mph never missing.

Check that the choke plates are closing completly when choke is activated.
