2005 90Hp Hydraulic Motor Tilt

The hydraulic tilt on my 2005 90/65 Evenrude Model # E65JDPLSO leaks hydraulic fluid at te shaft seal. I can't find a seal replacement kit or the tool to remoce the top of the cylinder. Do I really need to replace the entire unit to solve the leak?

There was two different power trim units used on the 2005, the early production trim unit seals kits are available. If you have the late production unit then all they have is a O-ring and Screw kit part number 5006479 but I don't see where they are any seals in kit.
